RFP for Environmental Consulting Services

The Philadelphia Redevelopment Authority (PRA) is pleased to issue this Request for Proposals (RFP) for a qualified environmental consultant to perform environmental consulting services. PRA is seeking Applicants to provide general environmental consulting services and services related to the implementation and reporting requirements for a United States Environmental Protection Agency (EPA) Brownfield’s Assessment Grant (Brownfields Grant) which was recently awarded to the PRA. The selected Applicant will be required to execute a Professional Services Agreement with the PRA, which will be for a term of one year with three (3) successive one-year renewal terms, to be exercised at the sole discretion of the PRA.

The Philadelphia Redevelopment Authority (PRA) is pleased to issue this Request for Proposals (RFP) for the development of publicly owned parcels on the 3700 blocks of Haverford Avenue, Mount Vernon Street, and Wallace Street. PRA is soliciting proposals from Applicants for the scattered site development of workforce housing on parcels in West Philadelphia’s Mantua neighborhood. The Project Site is approximately 27,000 square feet spread over seventeen (17) vacant lot properties along the 3700 blocks of Haverford Avenue, Mount Vernon and Wallace Streets. The Project Site is composed of vacant lot properties owned by the City of Philadelphia Department of Public Property (DPP), PRA, and Philadelphia PRA (PLB); it does not include privately-owned land on these blocks. Properties under the ownership of the DPP and PLB will be transferred to the ownership of PRA prior to entering into a Redevelopment Agreement with the selected Applicant.

The Philadelphia Redevelopment Authority (PRA) is pleased to issue this Request for Proposals (RFP) for publicly owned parcels on the 4900 Block of West Girard Avenue. PRA is soliciting proposals for development of affordable housing on the 4900 block of West Girard Avenue in the Cathedral Park neighborhood of West Philadelphia. The Project Site is approximately 54,000 square feet spread over thirty-three (33) properties that include twenty-nine (29) vacant lots and two (2) three-story vacant structures along the 4900 block of West Girard Avenue. The Project Site is composed of vacant lot properties owned by the City of Philadelphia Department of Public Property (DPP) and PRA; it does not include privately-owned land on the block. Properties under the ownership of DPP will be transferred to the ownership of PRA prior to entering into a Redevelopment Agreement with the selected Applicant.

The Philadelphia Housing Development Corporation (PHDC), on behalf of itself and as agent for the Philadelphia Redevelopment Authority (PRA), Philadelphia Land Bank (PLB), HeadHouse Retail Associates, L.P. and the 12th and Market HeadHouse Condominium Owners Association invites competitive proposals from interested insurance brokerage firms  to provide risk management, insurance, safety and loss control, claims and administrative services for each of the foregoing Entities as outlined in the Project Description/Scope of Work section of this Request for Proposals. PHDC shall select one insurance brokerage firm to act as the insurance broker for the Entities.

RFP Small Landlord Loan Program (SLLP)

PRA is pleased to issue this RFP for financial institutions to carry out the origination and servicing of loans as part of the Small Landlord Loan Program (“SLLP”). PRA is launching the SLLP to increase access to credit for landlords with rental units in Philadelphia who have ten (10) or fewer units in their portfolio. PRA invites proposals from Lenders interested in underwriting, originating, and servicing repair loans through this program. SLLP is funded in-part with support from the Pennsylvania Housing Finance Agency (“PHFA”), and as such all loans made through this program must support improvements to units rented to households at or below 100% of Philadelphia County Area Median Income (“AMI”), with at least one third of loans used to improve units leased to tenants at or below 50% of AMI.

Lenders must submit responses/proposals no later than June 17, 2019 at 3pm; absolutely no Responses will be accepted after that time.

The Purpose of this Request For Proposals (“RFP”) is to commission an organization with experience in vehicular facility modifications to upgrade the City of Philadelphia (“City”), Office of Fleet Managements Repair Facility – Shop 357, located at 3033 South 63rd Street, Philadelphia, PA 19153. This will allow the repair, servicing and storage of compressed natural gas (CNG) powered heavy-duty vehicles at the facility. The Philadelphia Redevelopment Authority (the “PRA”), acting as agent for the City of Philadelphia (“City”), invites competitive proposals from qualified, licensed and experienced title companies or title agencies to complete pre-condemnation title searches, conduct closings and to insure post-condemnation payments of just compensation . The Philadelphia Redevelopment Authority in partnership with the City of Philadelphia Department of Public Property, invites competitive proposals from developers for 600-16 W. Girard Avenue. This parcel is the site of the current Free Library of Philadelphia, Ramonita de Rodriguez Branch. This 8,862 SF parcel is zoned CMX-2, permitting a 38 foot building height limit. This RFP is soliciting proposals from developers to do the following at the developer’s sole cost:

  1. Demolition
    Demolishing the existing library building and for clearing the site and responsibly disposing of any sensitive materials at respondent’s sole cost. The City will ensure that the library has ceased operations prior to transfer of title to the selected developer; and
  1. New Library
    Building a new library for the City. The new library must be either sold to the City, or leased back to the City for minimum of 99 years at nominal cost to the City; and
  2. Affordable Housing
    Building  affordable residential units above the library structure.

RFP for Development of Publicly Owned Parcels on 3600 Blocks of Wallace Street, Mt. Vernon Street and Haverford Avenue

The Philadelphia Redevelopment Authority is soliciting proposals from developers for a site located in the West Philadelphia Mantua neighborhood of approximately 104,960 square feet (the Project Site). The Project Site is bounded by Wallace Street to the north, Haverford Avenue to the south, 36th Street to the east and 37th Street to the west. The project site comprises two assemblages intersected by Mount Vernon Street. The northern assemblage is approximately 51,194 square feet and the southern assemblage is approximately 53,766 square feet. The Project Site does not include the privately-owned buildings and land at 3617-21 Haverford Avenue, or the land and buildings owned by Philadelphia Housing Authority at 636 N. 36th Street, 3604-08 Wallace Street, and 620 N. 36th Street. The land included in the project site is free of structures with the exception of 622 N. 36th Street which is owned by PRA and included in the Project Site.

By selecting a developer through this RFP, the PRA intends to bring the Project Site back into active use in a manner that is most productive and beneficial for the Mantua community. The site must be developed in accordance with the Mantua Urban Renewal Plan (Attachment A). The controls of the Urban Renewal Plan will run with the site for twenty five 25 years following execution of a Redevelopment Agreement with the selected developer. Any proposed changes to the Urban Renewal Plan must be clearly identified in the respondent’s narrative.

Respondents are encouraged to make their proposals responsive to recommendations in the Mantua Transformation Plan, which has been formally accepted by the Philadelphia City Planning Commission.  This RFP does not prescribe what should be built on the Project Site, and PRA expects respondents to be creative in proposing project concepts that will be beneficial for the community while also being financially viable under current market conditions. Proposals must contain a strong focus on “social impact,” and respondent will be required to describe that social impact as explained below in the section of this RFP that addresses the “Social Impact Narrative.” Proposals should have strong urbanism and architecture.

RFP for Excavation, Removal and Disposal of Concrete and Asphalt

RFP for Purchase and Development of 36 Properties Located in the Blocks of 6200 Osage Avenue and 6200 Pine Street (AMENDED)

The Philadelphia Redevelopment Authority invites competitive proposals from developers to purchase and develop thirty six (36) properties located in the blocks of 6200 Osage Avenue and 6200 Pine Street in the Cobbs Creek Philadelphia. The site is bounded by Pine Street to the North, Addison Street to the South, 62nd Street to the East and Cobbs Creek Park to the West. PRA strongly encourages developers to rehabilitate the properties, while not excluding the option of demolition and new construction if that approach proves to be the most viable solution. Because some of the PRA-owned properties abut owner-occupied units, developers should be prepared to make every effort to address safety issues and prevent work that would adversely affect private properties. Developer should also be respectful of the area’s challenged history and the trauma that adjacent residents may have experienced.

A pre-submission site visit will be held on November 28, 2016 at 10:00 AM at 6216 Osage Avenue.  Interested parties are urged to attend this visit. This is the only time entry will be permitted for interested developers. No individual requests for entry will be permitted.

RFP for Eminent Domain Litigation Services

The Philadelphia Redevelopment Authority (the “PRA”), acting as agent for the City of Philadelphia (the “City”), invites competitive proposals from qualified, licensed and experienced firms to provide legal representation. The PRA and the City have entered into a contract whereby the PRA may be asked to file a condemnation action on behalf of the City, using the City’s powers of eminent domain. The PRA has and will be gathering information required to evaluate, and then, if authorized, to file, a declaration of taking to condemn fee simple title, or a lesser interest such as an easement, in certain parcels of land along the Delaware River.  Because the subject condemnation involves only one property owner, the PRA expects that it will select one legal firm.

RFP for Purchase and Development of 800-30 Vine Street

The Philadelphia Redevelopment Authority invites competitive proposals from developers to purchase and develop the PRA-owned Parcel located at 800-30 Vine Street in Center City Philadelphia. The Parcel is 140,000 square feet and generally bounded by 8th, 9th, Race and Vine Streets. It is currently occupied by an operating parking lot and zoned for high rise development. Permitted uses include a broad range of residential, commercial, institutional, and cultural uses at high densities. However, the confluence of underground rail tunnels and a sewer easement under the Parcel limit development at surface level.

Proposed development should create a visually and commercially prominent facility that will complement the surrounding neighborhood and capitalize on the transit and highway access provided in the area. Developers are encouraged to consider this parcel’s location within an active business community with numerous shops and restaurants. Where possible the project should seek to provide resources for the community and visitors such as public access spaces, community-oriented retail, and/or affordable shared parking options.

RFP for Planning Services for Eastwick Public Land

The Philadelphia Redevelopment Authority (“PRA”) invites competitive proposals from experienced planning firms to conduct a nine (9) month planning study in the Eastwick section of the City of Philadelphia. The study will lead to a preferred vision, development plan, and feasibility study for identified vacant land and buildings in Eastwick currently held by the PRA and the School District of Philadelphia. Respondents are expected to exhibit an understanding of the history of Eastwick and must be able to assess and explain environmental, economic, and social site constraints and potential impacts of competing or complementary uses for the site(s). Respondents must be versed in community engagement and have demonstrated skills in consensus building. The Request for Proposals (RFP) and all attachments are available for download in the section to the right entitled Resources.

The RFP outlines the PRA’s recommended scope of services for completing a vision and development/implementation plan for the aforementioned undeveloped parcels in Eastwick. The scope includes project phasing and tasks, a public participation plan, and expected deliverables. Respondents may deviate from the recommended scope, but must include a description of how all tasks and outcomes will be addressed. The project is anticipated to take nine (9) months from the contract start date.

RFP for Purchase and Rehab of the Former Germantown YWCA

The Philadelphia Redevelopment Authority invites competitive proposals from developers to purchase and rehab the former Germantown YWCA structure at 5820-24 Germantown Avenue in Philadelphia’s Germantown neighborhood. The proposed rehabilitation plan should take into consideration the neighborhood and provide an attractive, well-designed development that enhances the quality and physical appearance of the community. Renovation plans should be sensitive to the building’s historic context and preserve the building’s facade. Developers are encouraged to incorporate sustainable, “green” design features and building materials. Proposals should consider building performance objectives and Energy Star’s building design guidelines that integrate energy efficiency.

New Percent for Art opportunity at 37th & Market Streets – Call to Artists to submit images of recent work (RFQ)

Call for Artists – Invitation to submit images of recent work. The Philadelphia Redevelopment Authority (PRA), Wexford Science and Technology and the University City Science Center (UCSC) are proud to announce a public art opportunity to be located at a new pocket park that is planned for the corner of 37th & Market Streets in Philadelphia, PA. Artists who wish to be considered for the project are invited to submit images of recent work.

The work of art is being commissioned to fulfill the PRA’s Percent for Art mandate, which requires that developers of

projects on land acquired from or assembled by the PRA must dedicate 1% of their construction costs to commissioning original works of public art. The project is being developed by Wexford Science & Technology, a real estate investment and development company, with the University City Science Center, the nation’s first urban research park.

The work of art is to be part of a new corner ‘pocket’ park, which will be located at the northwest corner of 37th & Market Street. The pocket park will be the heart of uCity Square, the dynamic knowledge community at the University City Science Center.  While the work of art must be located in the pocket park, the exact location and type of art work is specifically not defined in order to give artists the freedom to think creatively about all aspects of this project.  Artists will be encouraged to think about what makes this development unique or compelling to them and use it as a starting point for thinking about the type of work that would be appropriate.

RFQ for Neighborhood Stabilization Initiative

The Philadelphia Redevelopment Authority (“PRA”) is working in partnership with the National Community Stabilization Trust (“NCST”) to identify and enroll qualified developers into a “first look” program for real estate owned (“REO”) properties held by Fannie Mae and Freddie Mac in accordance with the Neighborhood Stabilization Initiative (“NSI”) program.

The NSI program was jointly developed by the Federal Housing Finance Agency, Fannie Mae and Freddie Mac to stabilize neighborhoods that have been hardest hit by the housing crisis.  A program goal of NSI is to effectively match distressed properties with responsible developers for renovation and resale to reduce the inventory of REO properties held by Fannie Mae and Freddie Mac.

Please note: Applicants may only sell renovated properties to income eligible homebuyers, who are considered households whose incomes do not exceed 120% of the average median income (“AMI”) or Applicants may hold the  renovated properties as rental property but may only rent to tenants whose household incomes do not exceed 120% of the AMI.

Enrollment in this program will provide developers with a “First Look Period on certain REO properties (occupied or vacant) several days prior to being marketed through the Multiple Listing Service.  Properties will be offered at a discount of the fair market value.

Note: The PRA’s role is to facilitate the approval process of the developer/partner participants.  There is no associated funding for acquisition or construction through the PRA at this time.

RFP for Construction Monitoring and Review

The Philadelphia Redevelopment Authority (PRA) seeks to engage a construction management firm to oversee and monitor the renovation of the Gallery Mall. The Gallery redevelopment project consists of the complete renovation of the Gallery Mall (9th Street to 11th Street, Market Street to Filbert Street); including an underground concourse level that includes a portion of 801 Market Street. The Philadelphia Redevelopment Authority (PRA) is seeking an environmental firm/contractor to remediate the parcel as outlined in the attached Phase II report from Earth Engineering, Inc. (EEI).  EEI recommends that the remediation/development plan includes a provision for the historic fill materials on the site. These fill materials are not clean fill and may not be exported from the site as such. The samples of the soils and historic fill materials indicate that concentrations of several analytes are greater than the SHS. Remediation/Development plan must include the remediation of these materials to protect the environment and public from adverse impacts.

Completed homes will be fully rehabilitated to market-quality, contemporary, and Energy Star for New Homes standards. The Project will be designed and built with the revitalization of the neighborhood in mind.  Construction rates should reflect PA State Prevailing Wage.

All work shall be completed 160 working days from the date of Notice to Proceed (NTP).
